Members of a new Democratic Progressive Party (DPP) committee on immigrants were inaugurated yesterday to advise the party on immigration issues amid rapid growth in the number of immigrants living in Taiwan.

The committee was established to address the needs of new immigrants, which make up the fifth-largest ethnic group in the nation, President Tsai Ing-wen (蔡英文) said at a ceremony held at DPP headquarters in Taipei.

The DPP was the first party to commit itself to issues relating to Aborigines and the party’s new immigrant committee is another step forward, said Tsai, who doubles as DPP chair.

“The number of immigrants has reached nearly 500,000 and the number of their children is more than 350,000. As a party responsive to public opinion and emphasizing ethnic pluralism, the DPP has to address the needs and opinions of new immigrants,” Tsai said.

The committee would help the nation become more multicultural and tolerant, as well as promoting exchanges with other cultures, she said.

Twelve committee members were announced yesterday, including TV star Tran Thi Hoang Phuong(陳凰鳳); Changhua County New Immigrants Association director Lee Meng-han (李孟涵); Indonesian lecturer Hung Ching-ching (洪晶晶); Thai dancer Hsu Chen-ni (許珍妮); Chang Yi-hui (張義惠), a member of a women’s group who supported Tsai’s presidential campaign; and Hualien County New Immigrant Association director Hung Yu (洪玉).

Chinese immigrant Ning Jiarong (寧家榮), the founder of a cosmetics company; and National Chi Nan University professor Ho Ching-jung (何景榮), an Indonesian-Taiwanese, were also named.

The other committee members are experts on immigration issues — DPP Deputy Secretary-General Hsu Chia-ching (徐佳青); women’s rights campaigner Tsai Shun-jou (蔡順柔); National Cheng Kung University professor Tan Le-kun (陳麗君); and National Kaohsiung University professor Ho Ching-jung (何青蓉).

Tran, who is to be chairwoman, said the establishment of the committee shows that the nation’s leadership has attached great importance to issues concerning immigrants.

A wider participation of immigrants in the nation’s decisionmaking process would harness the creativity of immigrants, Tran said.

Ning, a former member of the Chinese Communist Party, said she had withdrawn from the party and obtained Republic of China citizenship.

Her work on the committee would see her address issues that concern Chinese spouses living in Taiwan, such as the relatively longer process for Chinese spouses to obtain citizenship compared with immigrants from other nations.

There are 330,000 Chinese spouses in Taiwan and their rights have improved over the years, and she would seek further improvements, despite the “historical factors,” Ning said.

TTO – Bà Trần Thị Hoàng Phượng, giảng viên người Việt tại Đại học quốc gia Chengthi được đã được bổ nhiện làm Chủ tịch ủy ban chuyên trách vấn đề nhập cư tại vùng lãnh thổ Đài Loan.

Đảng cầm quyền Đài Loan tuyên bố thành lập ủy ban chuyên trách vấn đề nhập cư tại vùng lãnh thổ này và do một phụ nữ Việt Nam làm chủ tịch.

Theo báo Taipei Times, ủy ban về người nhập cư gồm 12 thành viên với các thành viên là những người nhập cư, các học giả và những chuyên gia.

Trong đó có 8 thành viên là những người đại diện cho người nhập cư thuộc thế hệ thứ nhất và thứ hai tại Đài Loan đến từ các nước Việt Nam, Indonesia, Thái Lan, Myanmar, Campuchia và Trung Quốc đại lục.

Chủ tịch ủy ban là bà Trần Thị Hoàng Phượng（陳凰鳳）, giảng viên người Việt tại Đại học quốc gia Chengthi. Bà Phượng tốt nghiệp khoa luật tại Đại học Quốc gia. Năm 1995 bà kết hôn với một người Đài Loan đang làm việc tại thành phố Hồ Chí Minh tại thời điểm đó.

Tại buổi lễ công bố thành lập ủy ban người nhập cư ở trụ sở của đảng Dân tiến tại Đài Bắc, nhà lãnh đạo Thái Anh Văn cho rằng, với việc thành lập ủy ban mới, bà tin tưởng vùng lãnh thổ Đài Loan sẽ trở thành một nơi thân thiện và đa dạng văn hóa, dân tộc.

Trước đó, từ đầu tháng này, đảng cầm quyền Dân tiến tại vùng lãnh thổ Đài Loan đã phê chuẩn đề xuất thành lập một ủy ban chuyên tham vấn cho chính phủ giải quyết các vấn đề về người nhập cư trong bối cảnh người nhập cư đã là nhóm dân cư đông thứ 5 tại Đài Loan.

Bà Thái Anh Văn dẫn các số liệu thống kê của chính phủ cho biết hiện ở Đài Loan có khoảng 500.000 người thuộc thế hệ nhập cư đầu tiên và hơn 350.000 người thuộc thế hệ nhập cư thứ hai.

Bà Thái khẳng định đảng cầm quyền sẽ luôn quan tâm giải quyết các vấn đề của cộng đồng này và sẽ lắng nghe quan điểm của họ.

Bà Thái Anh Văn bày tỏ hy vọng ủy ban về người nhập cư sẽ hỗ trợ chính phủ xúc tiến các cuộc đối thoại và tăng cường hiểu biết lẫn nhau giữa cộng đồng người nhập cư và những người dân sở tại.

民進黨中央22日正式成立新住民委員會，主任委員由越南籍新住民陳凰鳳擔任。婦女部主任蔡宛芬表示，陳凰鳳目前在學校教授越南語，同時，她也是去年民進黨主辦東南亞親子歌唱比賽的主持人之一。

為了落實總統兼任黨主席蔡英文提出的「新南向政策」，民進黨日前通過「新住民事務委員會設置要點」，由11至19名委員組成，委員可不具備民進黨籍，且有半數為新住民。主委及委員名單由黨主席圈選後聘任，任期與主席相同。

黨主席蔡英文親自為新任主委及委員授證，其中3名委員今天無法出席。而主委陳凰鳳本身是越南籍；她現在是節目主持人，目前也在政大教書。蔡宛芬表示，這批委員有些過去跟民進黨都沒什麼關係。

黨主席蔡英文說，從民進黨創黨以來，民進黨始終主張，要保障多元族群、多元文化的發展，民進黨是最早關注原住民和客家議題的政黨，今天進一步成立了「新住民事務委員會」。

蔡英文在記者會上也特別介紹來自越南的主委陳凰鳳，她說，陳凰鳳長期投入新移民議題、致力於台灣和越南文化交流。去年民進黨舉辦「東南亞語親子歌唱比賽」時，她是總決賽主持人，很榮幸能邀請到她，一起來努力。

Taipei, Feb. 22 (CNA) The ruling Democratic Progressive Party (DPP) on Wednesday launched a committee tasked with addressing the needs of new immigrants in Taiwan. The DPP approved a proposal earlier this month to set up the committee to address the needs of the nation’s increasing number of new immigrants. The 12-member committee is composed of new immigrants, scholars and experts, according to the party. During the launch ceremony, President Tsai Ing-wen (蔡英文), who is also the DPP chairwoman, said that through the establishment of the committee, she is confident that Taiwan will become a more friendly and ethnically diverse country. The number of foreign spouses of Taiwanese nationals, or first-generation new immigrants, stands at about 500,000 in Taiwan, while the number of second-generation new immigrants is more than 350,000. New residents have become the fifth-largest group in Taiwan, Tsai said, citing government statistics, adding that as the ruling party, the DPP has to address their needs and hear their opinions. Tsai noted that the committee includes eight members who represent first-generation and second-generation new immigrants from Vietnam, Indonesia, Thailand, Myanmar, Cambodia and mainland China who live in all parts of Taiwan. Tsai also expressed hope that the committee will help facilitate dialogue and promote mutual understanding between new immigrants and Taiwanese people. Tran Thi Hoang Phuon, a lecturer of Vietnamese at National Chengchi University, who serves as chief of the committee, said at the ceremony that given that new immigrants hold a majority of the seats on the committee, the committee’s formation represents the real spirit of democracy. Tran, who also goes by the Chinese name Chen Huang-feng (陳凰鳳), also said she was happy to be able to participate in the country’s policy making by taking the post. Tran has a degree in law from Vietnam National University. In 1995, she married a Taiwanese man who was working in Ho Chi Minh City at the time.
